Hi,

Did you perchance use the incremental feature in a snapshot harvest, i.e 
did you set up a snapshot harvest only to harvest domains not harvested by 
a previous snapshot harvest? I have noticed the behavior you describe in 
this situation: if the previous snapshot harvest completed all domains 
(either domain complete or domain limit reached) then this will happen.
