[Netarchivesuite-users] Importing old ARC files into a new installation of netarchive (with error messages)

I have no other netarchive applications running.  I'm running the killall_INSTALL.sh and then restarting the service before I try to do the upload, so I was assuming that should cover it.  This is all running on the one machine.
