[Netarchivesuite-curator] BnF NAS update for May

Dear All,

We have finished our tests on the new Heritrix IIPC version and plan to 
put it into production before the end of June. This version will integrate 
also the migration to Postgresql 11.

After this deployment, we will be ready to launch a crawl of YouTube 
channels about the coronavirus. To extend this collection, we will also 
launch an Instagram crawl : we are targeting a selection of 150 instagram 
profiles. Images and text will be crawled from picuki.com.

Due to the health context, the second round of the local elections has 
been postponed. Therefore we continue the elections crawl but we have 
changed the schedules : the social networks are crawled once a week 
instead twice a day and the other websites once a month instead twice a 
month. In BCweb, we also deactivated the records relating to news web 
sites, individual sites and the candidate sites for the cities where the 
mayor was elected at the first round.
